Developers and their consultants are required to prepare and submit a stormwater management strategy for review by Melbourne Water.

​A stormwater management strategy demonstrates that the proposed development site will meet the appropriate drainage requirements, including flood protection, waterway and water quality protection standards.

This application may be requested as part of pre-development planning or as a condition of consent to a planning permit.

Application process

Documents required

Applications must include:

  • stormwater management strategy report, including catchments plans and computations

  • supporting modelling – hydraulic, hydrologic and stormwater quality treatment (if applicable)

  • development and staging plan including proposed timing of works

  • details of the outfall arrangements for out-of-sequence developments

  • acceptance letters for any proposed temporary outfall arrangements from council and affected downstream landowners

Approval process

We will review the report and supporting modeling and respond with our:

  • request for further information (RFI) where required

  • in-principle acceptance

  • in-principle acceptance with conditions

  • objection

Duration

The process takes up to 28 calendar days to assess an application and respond. 

Incomplete applications may be delayed or returned requesting additional information.
