We are planning to upgrade Navan Park retarding basin to ensure it continues to reduce flood risk for the community.

These works will begin the week of Monday 14 May 2018.

Navan Park retarding basin plays a crucial role in managing stormwater in the local area. When heavy rain occurs, the retarding basin embankment holds back stormwater and slowly releases it downstream, reducing flood risk to residents and businesses.

Timing of works

Work will be undertaken from 7am to 6pm Monday to Friday and 7am to 1pm Saturday. Outside of these times quiet work may take place.

What is happening

Aqua Metro Services is delivering these works on behalf of Melbourne Water. Work will be undertaken primarily on the embankment in Navan Park.

The upgrade will involve:

  • excavation a trench along the embankment, and backfilling the trench with a new sand filter
  • hardening of the embankment, to ensure the continued integrity and stability of the retarding basin
  • fencing off and closure of the works area, all shared user paths will remain open

Location and access

The Navan Park retarding basin is located in Navan Park, off Centenary Avenue, Melton West. Construction crews and traffic will access the site via the public car park off Centenary Ave.

The work area will be contained to the downstream embankment, located at the southern end of the park (Centenary Avenue), and will be fenced off during construction.

Public access to the park will be maintained at all times during construction. There will be partial closure to the off-leash dog parks during construction within this area; we will minimise impact where possible, for users of these off-leash dog parks.

We’ll continue to work with local residents and other users of the basin to inform them of the works schedule and any associated impacts that may take place.

What to expect

As this project is taking place in a residential area, we anticipate our neighbours may notice:

  • large trucks and machinery working in the basin
  • site shed and worker amenities installed in the area
  • increase in traffic in the area, particularly along site entry on Centenary Avenue and within the Navan Park public car park
  • some noise, dust and vibration from construction activities, mitigation measures will be in place
  • fencing off and closure of the works area. Partial closure of off-leash dog parks

Why we are doing these works

We have over 200 retarding basins that we regularly assess for risks, conduct maintenance on, and upgrade as necessary. The Australian National Committee on Large Dams (ANCOLD) guidelines represents the best Australian and international engineering practice in the safe design, management and operation of dams. We use these guidelines to manage our retarding basins. Each retarding basin is assessed individually so each will have different upgrade requirements to ensure they are compliant with the ANCOLD guidelines and continue to operate safely.

Navan Park retarding basin has been recently assessed against the ANCOLD guidelines. The assessment has shown that upgrade works are necessary to ensure the retarding basin continues to reduce flood risk and operate safely for the community. The upgrade is occurring to further lower the risk profile and to ensure the risk is as low as reasonably practicable. It is therefore extremely important the upgrade works take place as scheduled in early 2018.
