Melbourne Water is replacing Shakespeare Grove main drain outlet to make it safe for the public and ensure it continues to reduce the risk of flooding to surrounding suburbs for many more years to come. Find out more about this project as it develops.
Detailed design will occur in late 2020. Construction works are proposed to start in early 2021.
Melbourne Water is also progressing the required statutory approvals. These include a City of Port Phillip Planning Permit which involves a public notification process that is now underway.
Circle of Reflection design
Over the past year we have been working with key stakeholders and the community to determine the preferred concept design of the Shakespeare Grove stormwater drain outlet. We have:
- held workshops with key stakeholders including local businesses and community groups
- sought community feedback on concept designs through a survey available on the Melbourne Water website between January and February 2020
- undertaken an internal Melbourne Water approvals process.
Following this process, the Circle of Reflection concept is the design Melbourne Water will be progressing to the construction phase of the project.
About the project

The Shakespeare Grove stormwater outfall is opposite Shakespeare Grove, St Kilda and extends 60 metres into Port Phillip Bay. It’s situated at the southern end of St Kilda Beach. See map for exact location.
Replacing the main drain outlet is complex as it is part of a broader underground drainage network and is located in a marine environment.
Planning: Investigations, including field studies, have been undertaken along with a robust community consultation process which commenced in 2019.
Construction: Construction works are proposed to start in early 2021; however, this may change as more information becomes available. We will keep you updated on the timing of the project as we progress.
