Water is a scarce resource, and the purpose of the updated Drought Response Plan is to provide a means of equitably sharing this resource in times of drought or low flows.

Melbourne Water currently administers approximately 1300 licences for diversion of a total volume in the order of 36,000 million litres from waterways, and approximately 600 farm dam registration licences in accordance with powers delegated by the Minister under the Water Act 1989.

Diversion licences in the Yarra catchment, Stony Creek, Kororoit Creek, Laverton Creek, and Skeleton Creek are for supply of water from unregulated systems, while diversion licences from the Maribyrnong River are supplied from a regulated river system via releases made to the river from Rosslynne Reservoir at Gisborne.

Waterways under Melbourne Water's control for diversion management encompass all waterways within the Yarra River catchment, the Maribyrnong River catchment downstream of the confluence with Deep Creek, and the catchments of Stony Creek, Koroit Creek, Laverton Creek, and Skeleton Creek.
