Sugarloaf Pipeline Project

Project overview

The Sugarloaf Pipeline Project is part of the Victorian Government's Our Water, Our Future - The Next Stage of the Government's Water Plan.

Melbourne Water is responsible for funding and constructing the $750 million Sugarloaf pipeline linking the Goulburn River near Yea to the Sugarloaf Reservoir in Melbourne's north-east.

Melbourne Water is contributing a further $300 million towards phase 1 of the Government's $1 billion Food Bowl Modernisation Project, which will modernise irrigation infrastructure across the Goulburn and Murray systems. The 225 billion litres of water savings from this project will be shared equally between irrigators, Melbourne and the environment. Melbourne's share of the savings will be delivered via the Sugarloaf pipeline.

The Food Bowl Modernisation Project is being managed by the Northern Victoria Infrastructure Renewal Project under the Department of Sustainability and Environment.

Latest News

The Victorian Planning Minister has endorsed the preferred corridor for the Sugarloaf Pipeline.

The Minister’s approval is subject to a number of conditions aimed at ensuring the project’s environmental effects are minimised.

Works to be managed by Melbourne Water during the project
  • Building two pumping stations - one at the Goulburn River and another one inland. The inland pumping station will be larger than the Goulburn River station and will require more infrastructure as it will also include a balancing water storage facility;
  • Constructing a 70 kilometre pipeline from the Goulburn River to Sugarloaf Reservoir;
  • Upgrading the existing Winneke Water Treatment Plant to increase its capacity; and
  • Connecting the existing Melbourne Water distribution network.
