Former Dandenong Treatment Plant - Rehabilitation and Redevelopment
Melbourne Water and VicUrban are undertaking a major project to transform the former Dandenong treatment plant site into Victoria’s newest industrial and residential development, bringing more jobs and housing to Dandenong and a boost to the local economy.
About the project
Dandenong LOGIS is a large-scale industrial development on the former Dandenong treatment plant located to the north and south of Greens Road adjacent to Dandenong Creek and just two kilometres south of Dandenong’s town centre. Meridian is a 279 lot residential development on Kirkham Road, Dandenong South which has a strong focus on sustainability.
Melbourne Water and VicUrban will invest up to $150 million in the rehabilitation and development of this key business location.
This 180 hectare former sewage treatment plant site has been vacant since treatment operations ceased in 1996.
In recent years, Melbourne Water completed technical studies to find the most effective way to allow the land to be rehabilitated and available for reuse.
We then sought approval from Dandenong Council and EPA Victoria to begin rehabilitating the site to meet the demand for commercial and industrial land in the region and thus keep Dandenong competitive as an industry centre.
Initial work involved environmental rehabilitation of the site by Melbourne Water to meet regulatory, public, and business expectations.
The rehabilitation of the site has been undertaken by Melbourne Water in compliance with EPA Victoria regulations.
Project updates
July 2010
All site remediation works are now complete with all contaminated soil stored in the lined containment cell. All lining works (clay and synthetic) both for the base and cap are complete. Approximately 90% of the protective soil layer over the capping is in place. All works on the containment cell are expected to be completed by the end of August 2010.
EPA Victoria (the environmental auditor) has completed four out of seven ‘Statements of Audit’ verifying the land is fit for development. Remediation validation reports for the remaining three portions of the site are virtually complete and under review by the auditor.
Industrial subdivision and building works are well underway on the land portion south of Greens Road, with approximately 70% of the land sold. Approximately 60% of lots have been sold on the Meridian residential development at the northern portion of the site.

Rehabilitation is progressing as planned, and the renewal of the land has made way for two exciting sustainable redevelopment initiatives of the site by VicUrban.
The parcels of land that front Ordish Road and Kirkham Road were remediated in 2008, making them available for the development of two major sustainable projects that will be delivered by VicUrban.
VicUrban’s LOGIS redevelopment will be Victoria’s first eco-industrial park and its first stage has now been released to the market. When developed, LOGIS will be a mixture of factories, offices and warehouses as well as plenty of public open space.
Also in development is VicUrban’s latest sustainable neighbourhood, Meridian. In March 2009, VicUrban released the first stage of Meridian. The second stage is expected to be released by the end of 2009.
Construction of the base for a lined containment cell on the North East corner of Dandenong Creek and Greens Road is complete and approximately two thirds of the site’s waste material has been placed into the containment cell. Construction of the liner and clay cap for the cell has commenced and it is anticipated that site remediation and work to level the site will be complete early 2010.
Complementing the site rehabilitation works, Melbourne Water has improved Dandenong Creek south of the Dandenong Bypass. The concrete channel has been removed where possible and a wetland between the creek and EastLink will help to filter stormwater in the creek.
