Port Phillip and Westernport Flood Management and Drainage Strategy

A discussion paper which identified a number of flood management issues was prepared to assist Melbourne Water in the development of a flood management and drainage strategy for the Port Phillip and Westernport region.

The discussion paper was circulated to stakeholders in early January 2007 with written submissions received by 20 April 2007.

Two discussion forums were held with council officers to discuss issues and possible future directions. These forums were well attended by approximately 70 people.

Eighteen written submissions have been received in relation to the discussion paper. Submissions have been very appreciative of the simple way in which flood management issues were explained in the discussion paper and have been supportive of the consultation process that has been undertaken to date.

Feedback to date suggests there is support for a central body to take the lead role in coordinating research and activities that are of State and National significance such as research into the social impacts of flooding, state wide mapping programs, research into the possible impacts of climate change and revisions to Australian Rainfall and Runoff 1987.

It suggests there is a need for further research and consultation around the development of a decision making framework to determine tolerable and intolerable flood risks.

Submissions also highlighted support for ongoing development of Melbourne Water Redevelopment Services Schemes and exploration of alternative methods of controlling runoff from redevelopment of existing urban areas, as well as support for the VICSES taking the lead role in the coordination and management of an on going community education and awareness program.

Submissions have generally been structured around the issues and questions contained in the paper.
