A significant business
We are responsible for managing $8.4 billion in water supply, sewerage and drainage assets, and we are committed to looking after these in a way that protects and improves their environmental, social and financial values.
An independent Board of Directors is responsible for the governance of Melbourne Water. The responsible Minister is the Minister for Water.
Our people have diverse skills and expertise and we place a high priority on building strong partnerships and relationships with the community and all our other stakeholders. Our customers include the metropolitan retail water businesses, other water authorities, local councils and the land development industry.

- Asset Planning
- Responsible for the planning for the assets and systems required to meet the medium to long term business objectives and strategies established by the Strategic Planning Group. Responsible for forward planning and capital investment prioritisation for the creation of new assets to meet growth, compliance and risk management objectives and will establish the requirements and parameters for managing our existing asset base.
- Business Services
- Responsible for the support of all areas of Melbourne Water by developing, implementing and maintaining strategies, systems, policies and procedures in relation to finance, Supply, information technology, risk and insurance, property, legal services (including Board support) and the management of the Werribee Agriculture business.
- Capital Delivery
- Responsible for the delivery of our capital works program. This includes the management of the program alliances to ensure delivery on time, on budget and functionality of our capital works.
- Communications and Community Relations
- Responsible for developing and implementing communication programs including policy, community education, media relations, website development and publications.
- Human Resources
- Responsible for strategies, policies and procedures in the areas of health and safety, culture and leadership and delivering a great experience for employees. Also responsible for payroll, recruitment, training, graduate and traineeship programs, internal communications, and reward and recognition schemes.
- Operations and Maintenance
- As the custodian of our existing assets, Operations and Maintenance is responsible for the operation and maintenance of our water, sewerage, waterways and drainage assets in accordance with public health, environmental, safety and regulatory obligations in line with community expectations.
- Strategic Planning
- Responsible for strategies and long-term projects to achieve sustainable outcomes for the organisation and community. Responsible for medium to long-term focus on issues including corporate strategy, pricing and regulation and major planning strategies across water and sewerage systems, energy and greenhouse management and the adoption of innovative technologies and scientific research.
- Waterways
- Waterways is responsible for managing stormwater and floodplains to protect the environment and provide a safe level of flood protection for communities; planning of infrastructure to service urban development; programs to protect and enhance the health of the region's rivers, creeks and wetlands.
Our performance planning and reporting process
Strategies, performance measures and key performance indicators are detailed in Melbourne Water's three-year Corporate Plan, reviewed on an annual basis.
The Water Plan summarises the outcomes Melbourne Water needs to deliver over a three to five year period, the actions to deliver those outcomes and the implications for revenue and tariffs.
Performance on progress towards our goals and objectives is reported in Melbourne Water's Annual Report and Sustainability Report.
Water supply protection By-law
The Water Supply Protection By-Law (PDF, 48kb) is made by the Melbourne Water Corporation pursuant to its powers as Water Authority under the Water Act 1989.
The objectives of this By-law are:
- to control access to certain land, water and works, under the management and control of Melbourne Water for the purposes of protecting the water catchment or water supply system; and
- to prevent pollution of or damage to certain land, water or works forming part of Melbourne Water's water catchment or water supply system; and
- to provide for the care, protection and management of land, water and works owned by, vested in, or under the control or management of Melbourne Water for the purpose of discharging its water supply functions under the Act: and
- to provide for the publication of notices setting out the land, areas and works that are subject to access or activity prohibitions provided for in this By-law.
